«The United States of America and the European union failed to engage in the West Asian conflict due to the prevailing cultural strategy norm that focused on pursuing strategic stability through multilateral de-escalation following the terrorist attacks of September 11, 2001. However, this approach proved ineffective as it led to dissatisfaction in the region. The subsequent wars in Afghanistan and Iraq between 2001 and 2003, along with the regime changes in these countries, failed to establish efficient governments from political, economic, and cultural perspectives. Moreover, the absence of democratically deal governments, as envisioned by American neoliberals, contributed to the emergence of new waves of extremism in the region, which persist to this day. The US's unilateral counter-terrorist actions prompt ed the European union to actively pursue the implementation of a Norm-Building strategy not only within the European borders but also in West Asia. On the other hand, Europe has been focusing on the "European model." This model emphasizes strengthening the legal structures of law enforcement institutions within the union, maximizing the effectiveness of multilateralism, and developing a roadmap for strategy implementation. It is important to recognize the distinct challenges faced by the European union in contrast to those encountered by the United States of America. While the USA grapples with hardware and external threats of a military nature from adversarial countries, the EU confronts software, and internal challenges stemming from cultural, economic, and social circumstances.»
